| The Buffalo Volunteer Fire Department was
established on December 10, 1870, making it one of the oldest fire
departments in Scott County, protecting the county’s oldest city. Our
fire district is made up of agricultural, residential, commercial and
heavy industrial areas. Our district encompasses 16 square miles and has
a residential population of 2,500 people. The industrial area includes a
one million gallon fuel and asphalt oil storage plant, two mining
operations, two corporate grain elevators, a salt processing facility
and in 2006 a one hundred million gallon per year ethanol plant. We
encounter heavy truck and railroad traffic through our downtown area and
protect 6.5 miles of Mississippi riverfront for recreational and
commercial use. We operate out of one station and have a staff of 25
dedicated volunteer firefighters.

| Terry
joined the Buffalo Fire Department on July 15, 1970. Following his
father and grandfather’s footsteps, he became a third generation
firefighter for the City of Buffalo. He held the positions of
Lieutenant, Training Captain and Administrative Captain, before becoming
Chief of the Department on May 12, 1985. Terry became a Nationally
Certified Firefighter I in 1995 and was certified Firefighter II in
1997.

| I
